Regulating the world's first fully digital free zone

OurWorld Zanzibar provides the legal, regulatory and digital infrastructure to enable the development and growth of digital entities within the Zanzibar Digital Free Zone.

About
OurWorld Zanzibar

As Regulator of the Zanzibar Digital Free Zone, OurWorld Zanzibar is responsible for the oversight of the commercial activities of regulated entities within the Zone's digital economic and regulatory framework.

OurWorld Zanzibar is a public-private partnership between the Zanzibar Communication Corporation (ZICTIA) and OurWorld Holding, a technology and infrastructure provider.

OurWorld Zanzibar's authority as Regulator comes via the 2024 Designation of His Excellency Dr. Hussein Ali Mwinyi, President of Zanzibar and Chairman of the Revolutionary Council, through which the world's first fully digital Free Zone was created.

The Zanzibar Digital Free Zone is a Special Economic Zone designed for today's global, web-based economy. Digital Residents can create Companies and Cooperatives in minutes, then grow their businesses on a secure, automated platform consolidating bookkeeping, invoicing, and other business functions, supplemented by integrated AI within a secure, blockchain-based environment.

OurWorld Zanzibar ensures all regulated activities, including any digital asset or financial services, are conducted in compliance with its Regulations, Rules and Circulars, as well as applicable law. All Digital Residents undergo KYC/CDD meeting international standards.

Legal Framework
Regulations, Rules and Circulars

OurWorld Zanzibar has promulgated a series of Regulations, Rules and Circulars governing all Regulated Entities, including Digital Residents, FreeZone Companies and FreeZone Cooperatives.

Regulation No. 1 is the Zanzibar Digital Free Zone Charter, providing the structure for overall governance of the Zone, including its institutions, entities, and the relationships between them.

All documents are publicly available. All Zone Users and Regulated Entities should familiarize themselves with the Zone's Regulatory Framework.

Licensing
Regulated Digital Asset Services

OurWorld Zanzibar grants qualified entities the authority to provide Digital Asset Services and conduct other regulated activities within the Zanzibar Digital Free Zone.

Activities requiring a license are those of a financial nature or services specifically related to Digital Assets. Zone Companies and Zone Cooperatives, as well as Foreign Entities (not registered within the Zone) may apply for a License to provide services.

Advisory Services
License Required
Analysis, recommendations, strategic guidance, market insights, structuring advice, or other professional advisory assistance with regard to Digital Assets, blockchain-based systems, distributed ledger technologies, tokenised products, decentralised protocols, or related digital financial ecosystems.
Broker-Dealer Services
License Required
Facilitating, arranging, intermediating, executing, or otherwise effecting transactions involving Digital Assets on behalf of clients, for the account of others, or as principal, whether through centralised, decentralised, custodial, non-custodial, automated, or hybrid systems.
Custodial Services
License Required
Safeguarding, securing, administering, controlling, or maintaining custody of Digital Assets, cryptographic keys, wallets, credentials, or other means of access to Digital Assets on behalf of another person or entity.
Exchange Services
License Required
Operating, managing, or administering systems, platforms, protocols, or marketplaces through which Digital Assets may be purchased, sold, exchanged, converted, traded, matched, or otherwise transacted between persons, entities, accounts, wallets, or counterparties.
Lending and Borrowing Services
License Required
Facilitating, arranging, originating, administering, or operating transactions, platforms, or arrangements through which Digital Assets are lent, borrowed, pledged, collateralised, financed, or otherwise made available for temporary use or credit-related purposes.
Transfer and Settlement Services
License Required
Facilitating, processing, validating, coordinating, transmitting, clearing, settling, or effecting the movement, transfer, delivery, or settlement of Digital Assets or blockchain-based value between persons, entities, wallets, accounts, systems, or counterparties.
